Ganga Devi is the story of a woman who graduates from the college in political science and then becomes the wife of a social worker. The movie aims at depicting the current situation of the politics in India.

Ganga, a bright village girl, is saved by Shankar in an act that leaves him crippled. She agrees to marry wealthy Ranjit but is accused of infidelity on their wedding day. Shankar exposes the truth, and Ganga marries him instead, only to face hostility from his family and a vengeful Ranjit.

Gayatri, an orphan and a staunch devotee of Goddess Durga is married to Vikram, a rich, spoil brat. Encouraged by his brother-in-law Vasu, Vikram indulges in different vices and wants to live a debauched life. He refuses to accept Gayatri as his wife. Vikram's god fearing parents leave no stones UN-turned to make him realize Gayatri's worth but it is all in vain. Vasu convinces Vikram to kill Gayatri and live his life his own way. An impulsive Vikram takes Gayatri to Vaishno Devi, a famous pilgrimage site and pushes her of a cliff. Here comes the twist in the tale. The Goddess herself adopts a human manifestation to avenge the murder of her devotee Gayatri. On coming back from Vaishno Devi, Vikram is rendered speechless when he sees Gayatri in the house. He tries to prove that she is an impostor but fails as he cannot disclose the fact that he has murdered Gayatri.

Nishant, a young Indian writer living in Paris, is journeying down the Ganges, from its source in the Himalayas to the sea. Haunted by the fantasy, or the memory, of a beautiful Parisian woman called Jaya, he plans to write a book around his voyage. On the banks of the turquoise Ganges, one morning, he chances upon Zehra, an irresistible poetess-dancing girl in the tradition of the great courtesans, who performs in a nearby brothel. Zehra resurrects the memory of Jaya. As love casts its spell once again on Nishant, he asks Zehra to join him on his journey, but her illusory freedom is shadowed by a formidable network of the brothel's spies. Nonetheless, Nishant manages to make Zehra flee from the brothel and join him on his journey. Romance takes over. A new life begins for Zehra as Nishant would like her to accompany him back to Paris.
